World Union of Meretz
Internal Election Procedure
 
The Secretariat of the World Union of Meretz in Israel shall appoint an Election Committee composed of a Chairperson and two members, a total of three members from Israel and four members from outside Israel; one representative from South America, one representative from North America and Australia, one representative from Western Europe and one representative from Eastern Europe.
 
The Election Committee is empowered to conduct the election of the officeholders on behalf of the World Union of Meretz. The Central Elections Committee of Yahad will monitor the process. The Election Committee will determine the date and the location at which the elections are carried out (at the time of the World Convention of the World Union of Meretz, in proximity to the holding of the World Zionist Congress).
 
The Election Committee shall appoint the members of the Ballot Committees (which will number three members, a chairperson and two committee members). Candidacy for central positions, as have been defined in Paragraph 1, may be submitted only by delegates to the World Convention of the World Union of Meretz.
 
The Election Committee shall publicize that the elections are being held, and the timetable for submitting candidacy.
 
The composition of the Election Committee shall be approved at the first session of the World Convention.
 
1 – Election of Central Officeholders:
  1. The Meretz representatives on the World Zionist Organization Executive
  2. The World Union of Meretz General Secretary (will be, ex officio, a member of the Vaad HaPoel Presidium and a delegate on the Vaad HaPoel).
  3. Holders of central positions (on the level of department heads) in the apparatus of the Zionist movement and in bodies belonging and connected to it, which were given to Meretz as a result of coalition agreements.

2 – The electoral body is composed as follows:
      The delegates to the World Convention of the World Union of Meretz:
  1. Delegates and deputies who were elected to the Zionist Congress on behalf of Meretz in Israel and worldwide.
  2. Members of the Secretariat of the World Union of Meretz.
  3. Members of the Executive of Meretz Israel.
  4. Chairpersons of Zionist federations on behalf of the World Union of Meretz.
  5. Honorary Members/Friends of the Meretz faction at the Zionist Congress.
  6. Countries for which Meretz has no representation at the Congress and in which there is an active branch will have one delegate.
  7. Chairpersons of World Union of Meretz branches worldwide, should they not be Congress delegates or deputies at the World Zionist Congress.  
 
3 – Procedure for electing Meretz representatives to the Zionist Executive, the General Secretary of the World Union, and for central positions in the apparatus of the Zionist movement and in bodies connected to it.
 
            1 – Submission of Candidacy
     Candidacy for central positions, as have been defined in Paragraph 1, may be submitted by members of Meretz and the World Union from Israel and worldwide who have paid their dues for the last year preceding the election.
2 – Should candidacy be submitted by only one member (per position), an open ballot shall be conducted and the candidate winning a regular majority is elected (yea or nay vote).
3 – Should two members submit their candidacy, a vote will be conducted at a voting station and the candidate winning a regular majority is elected.
4 – Should there be three candidates, the candidate receiving at least 42% of the total votes is elected. Should none of the candidates receive at least 42% of the total votes as aforesaid, another round of voting will be conducted between the two candidates who received the most votes, and the candidate receiving a regular majority of the total votes is elected.
5 – Should there be four or more candidates, the Election Committee is empowered to determine the appropriate method of election.

 
4 – Conducting the elections and approval of results
The Election Committee will determine the members of the Ballot Committees.
Each Ballot Committee will number three members, a chairperson and two committee members.
 
Each Ballot Committee is responsible for checking the ballot box prior to the start of the voting and making sure that it is completely empty, and also making sure that all the voting slips with the names of the various candidates are present and proper.
Every voting envelope must be signed by two Ballot Committee members.
 
The identity of the voters will be established by Israeli ID card [Te’udat Zehut] or by passport.
The name of every voter will be crossed off the voters list once he has placed the voting envelope in the ballot box.
 
Upon the conclusion of the voting and with the closing of the ballot station, the Ballot Committee members will carry out a count of the voting envelopes that were found in the ballot box, and they will check that there is an exact match between the number of voters in practice and the number of voting envelopes.
 
The Ballot Committee Chairperson and members will sign the ballot protocol and will transfer all the material to the Election Committee. The opening of the envelopes and the counting of the valid votes shall be done by the Election Committee. 
The Election Committee will approve the final results through the signing of the Committee protocol by the majority of the committee members.
 
The final results are those approved by the Election Committee. The Election Committee is authorized to add names to or delete names from the voters list if it has become convinced that they were added to or deleted from the list illegitimately.
 
The Election Committee is authorized to decide on a revote for a particular ballot station or for all the ballot stations should it be of the opinion that irregularities were discerned in the course of the election.
 
5 – Election of World Union of Meretz representatives to the Zionist Vaad HaPoel shall be done separately by:
  1. Meretz delegates and deputy delegates from North America and Australia will elect their representatives.
  2. Meretz delegates and deputy delegates from South America will elect their representatives.
  3. Meretz delegates and deputy delegates from Europe – Eastern and Western – will elect their representatives.
  4. Meretz delegates and deputy delegates from Israel will elect their representatives to the Vaad HaPoel  
The Election Committee will publish the list of those entitled to vote. The Election Committee will issue a briefing in four languages to those entitled to vote: Hebrew, Spanish, English and French.
 
 
6 – Election of the Secretariat of the World Union of Meretz
The members of the World Convention of Meretz from Israel will elect 35 members to the Secretariat of the World Union of Meretz.
15 members will be appointed ex officio; they are:
-                      Our members on the Zionist Executive
-                      The General Secretary of the World Union of Meretz
-                      The Secretary-General of Meretz Israel
-                      The Secretary of the Kibbutz Artz
-                      The Secretary of the World Leadership [Hanhaga Olamit] of the HaShomer HaTzair movement
-                      Members of the Vaad HaPoel
-                      Representatives to Zionist Organization committees

Meretz Members of Knesset
The Secretary-General of Meretz Israel
The General Secretary of the World Union of Meretz
Members of the Zionist Organization Executive on behalf of the World Union of Meretz.
 
 
Election of delegates from Israel:
The remainder of the delegates and deputies will be elected by the Meretz Executive.
The election of the delegates to the Zionist Congress on behalf of Israel shall be done no later than ten weeks prior to the convening of the Congress (Paragraph 16 A of the Zionist Congress Constitution).
